UPIC (Previously known as Pavement Design Solutions Limited) staff were asked in 1997 by the City of Edinburgh Council to determine why a public realm project which they completed in 1996 was starting to fail. From analysis of the 1996 regeneration works it was apparent that subsequent progressive failure of the carriageway would result in extensive remedial works to ensure that the surface was useable and safe, these works were commenced in 2006. Under performance of the 1996 works occurred for a number of reasons including (at the time) a lack of setted road construction knowledge which resulted in inadequate resistance to modern traffic loading. In addition to this, there was poor workmanship and aftercare. The City of Edinburgh Council used the findings to serve notice on the original contractors and UPIC Staff were asked to undertake the role of Expert Witness. On 23 September 2008 it was announced that The City had won an out of court settlement.

In 2006 The City of Edinburgh Council commenced the reconstruction works of the High Street with Trevor Spence Project Managing and Supervising this project and Derek Fordyce and Peng Li being employed to undertake the design and assurance of the materials being used. The project was delivered on time and within budget, even though the scope of the works was increased by 20%. This was due to the procedures adopted by UPIC in ensuring that off-site trial pannels had been correctly constructed, suitable Quality Assurance, quality Control and Quality Documentation was in place prior to the works commencing.
